Before you start


When planning your project, it is important to check with the Municipality if it complies with municipal regulations.
To obtain the right to erect a dwelling, the property must be built on a separate lot and in compliance with the Subdivision Regulations or protected by acquired rights.
We would like to remind you that it is mandatory to get the approbation required before starting any construction work on a property.

Construction Permit – Secondary building

Before you start


When planning your project, it is important to check with the Municipality if it complies with municipal regulations.
A secondary building, such as a garage, shed or studio, complements the main use of land and cannot, under any circumstances, be used as a dwelling and used to shelter people.
A secondary building cannot have a toilet, running water or a kitchen and should not be linked to a septic system.
Land must already have a main building or an allowed main use before a secondary building is built.

The maximum area of a secondary building was established at:


 95 m2 for lands of 4 000 m2 or more
 75 m2 for lands smaller than 4 000 m2

The maximum height of a secondary building is 6,5 meters, measured from the mean ground level to the highest part of the roof assembly.

It is important to ask the municipality a zoning confirmation for your lot in order to have the right information regarding what you are allowed to build.

That zoning confirmation will inform you on margins to respect and information such as if your lot is located in a flood zone, a mass movement area or other.

Septic system permit application

What is a septic system?


A septic system is a unit that treats and disposes waste waters and sanitary sewage from household appliances, sinks, and toilets.  It generally consists of a septic tank (watertight system) that clarifies the water before sending it to an absorption field (non-watertight system). That will complete the purifying process by infiltration in the soil.

There are other types of septic installations available to choose from, for instance, new technologies offer more compacted system, but require a maintenance schedule.  Every septic installation project must be subjected to a site characteristic evaluation report prepared by an approved consultant (engineer or technologist) who will analyse various criteria, in function of the number of bedrooms, the type of soil and its degree of permeability, land slope and available areas on the lot.

The Municipality of Chelsea will require that you submit a request for a building permit before any work can begin on a septic installation. This is required for the construction of a complete septic system, as well as for the partial work required for the installation of a holding tank, the replacement of a septic tank or the corrective measures done to an existing leaching field.

The following leaflet describes all of the municipal requirements prior to the granting of a septic system permit.  It will help assist you in the planning of your project and outlines the information you will need before processing a request.

 

Existing By-law

Installation of a septic system must conform with our Municipal By-law number 639-05 and the Provincial Regulation respecting waste water disposal systems for isolated dwellings (Q-2, r.22).

This regulation applies to the waste water management during the construction of a new detached residence containing six bedrooms or less, the addition of another bedroom in an existing home and under certain conditions such as major renovation projects.  In cases where a residence has more than six bedrooms, or for buildings that have a daily water flow rate superior to 3240 litres, the construction of a septic system must be authorized by the ministère du Développement durable, de l’Environnement et des Parcs du Québec.

Isolated dwelling must be serviced by its’ own waste water disposal system unless it is being serviced by an authorized sewer system.  All other sewer hook-up projects must be subjected to approval by an officer in charge.  It is important to note that these requirements on septic installations also apply to new subdivisions. It is advisable to request information from the Municipal Planning Officer before the initiation of any subdivision request.

A conformity deposit is required and refundable upon submission of the certificate of conformity and other requirements, under condition that all by-laws and applicable regulations were adhered to during the construction phase.  This deposit is no longer refundable after 18 months from the date the permit was issued.

Permit application

To apply for a permit, you need to fill out the Septic system application form and two (2) copies of a septic system installation report, including plans and specifications in accordance with the requirements of the  Provincial Regulation respecting waste water disposal systems for isolated dwellings (Q-2, r.22). These documents must be prepared by a consultant engineer or technologist who specialized in sanitation and must be produced using CAD and word processing technologies.

Permit delivery delay

The Municipality has sixty (60) days to issue a permit upon the reception of a complete application. Depending on the demand, a permit is normally issued within two (2) weeks. We will call you as soon as your permit is ready. Please, do not call us to ask when your permit will be ready.

 

Underground water catchment permit application

Before you start

It is necessary to ask for a permit for a new underground water catchment or to replace an old one. This obligation is valid for a new dwelling and also in the case of the replacement of any type of catchment serving an existing dwelling. Catchment for geothermal purposes are also subject to a permit.

Deposits of Compliance
In the case of a permit for the work listed below, the issuance of the building permit is conditional on the deposit of a sum of money to be used as performance guarantee of work in accordance with applicable standards.

The refund of the compliance bond is made when the following conditions are met:
a. The project was found to comply with the relevant standards by the responsible officer;
b. The responsibilities and obligations of the holder of a permit or certificate as described in Chapter 5 of this Regulation have been fulfilled;
c. The request for reimbursement of the compliance guarantee is made to the Municipality within a period not exceeding 18 months from the issue date of the permit.
If any of the conditions listed above is not met, the compliance guarantee is no longer refundable.

Connexion to the wastewater and potable water infrastructures systems

The Municipality of Chelsea would like to inform you that you may now start the work necessary to the connexion to the wastewater and potable water infrastructures systems in anticipation of spring 2016, when the plants will be in operation.

For residents interested, it is now possible to proceed with the installation of connexions between the municipal network and your property. Work for connexions inside the house and the installation of water meters can only be made next spring, when the plants will be in operation. You will receive a second letter once it is allowed.

Here is the list of required documents in order to start the process to get a permit:
• Type section: Depth of the private pipe;
• Location plan: building, parking and pipes;
• A written letter of engagement stipulating that the individual will not use the system before the Municipality sends a written notice. Otherwise, the individual agrees to pay the cleanup costs and damages caused.
