Important changes to the collection of residual materials

 

Since February 4, 2025, a truck equipped with a mechanized arm collects compost, recycling, and garbage bins. This change results in adjustments for residents, who must respect certain directives and modify their habits. Here are the main changes:

  • Bins must be placed according to specific instructions to facilitate collection;
  • Collection days are Tuesday to Friday;
  • Surplus left next to the bins is no longer collected;
  • Bins that do not comply with the regulations are not collected.

Additional bins can be used for compost and recycling, if they are in compliance. A maximum of six bins per collection is permitted for residential units.

 

For garbage, single-family homes can put out :

  • 2 x 360-litre bins per collection up to April 29 and after October 4 (monthly collection frequency)
  • 1 x 360-litre bin per collection from April 29 to October 3 (twice-monthly collection frequency).

 

For a bin to be compliant, it must meets the following standards:

  • Equipped with an European plug
  • Have wheels
  • Have a maximum capacity of 120,240 or 360 litres:
  • Green, grey or black for waste vert, gris ou noir pour les ordures
  • Blue for recycling
  • Brown for compost

Please note that additional bins can be ordered from the Town Hall reception desk. Bins are delivered on Thursdays or Fridays, while supplies last. Residents are responsible for their own costs.

1.      What is mechanized collection?

In mechanized collection, bins are emptied by a truck equipped with a mechanized arm. This means that there is no helper on the back of the truck to handle the bins.

 

2.      Why is the municipality moving to mechanized collection?

The municipality has joined the Regroupement intermunicipal pour la gestion des matières résiduelles, an intermunicipal waste management group, along with the municipalities of La Pêche, Cantley and Val-des-Monts.

This decision is part of a collective effort to modernize selective collection systems in line with the new standards put in place by the Government of Quebec in 2023. It also addresses workforce challenges, as mechanized collection requires fewer people.

 

3.      How will the change affect me?

The main differences are the change in collection days and in the instructions to follow.

 

4. Why will surplus material placed beside bins no longer be accepted?

Mechanized collection trucks are equipped with a mechanized arm and clamp to lift the bin and empty it into the truck. Trucks operate with a single driver. There is no helper at the back to handle the bins. For this reason, the trucks can only lift compliant wheeled bins, and not any other containers. 

 

5. How do I dispose of excess surplus? Can I use an extra bin for excess compost, waste or recycling?

Additional bins may be used for compost and recycling if they are compliant models. A maximum of six bins per collection is permitted for residential units.

For garbage, single-family homes can put out:

  • Two 360-litre bins per collection until April 29 and after October 4 (collection once a month)
  • One 360-litre bin per collection from April 29 to October 3 (collection twice a month)

6. Can I use my garbage bin for green waste collection?

No. Green waste should be placed in compost bins or in bags during special collections.

 

7. What do I do if a bin is damaged by the contractor during mechanized collection?

A camera on the trucks allows our crews to see if there is damage and what caused it. If your bin has been damaged, please contact Public Works at 819-827-1160 as soon as possible so that action can be taken.

 

8. How can I dispose of bulky items?

For now, one bulk collection per season is planned with the intermunicipal group. A maximum of six items per collection will be accepted (bulky waste or metal). Dates and details will be provided at a later date.

 

9. What do I do if my bin wasn’t emptied by the contractor?

If your bin wasn’t emptied, make sure you met the conditions.

If the contractor is responsible for the delay, contact Public Works within 24 hours. A follow-up will be carried out by our staff.

 

10. How do I know if my bin is compliant?

European Plug Wheeled Bin of 120, 240 and 360 litres are permitted.

Bin colors :

  • Waste: gray, black and green
  • Recycling: blue
  • Compost: brown

Make sure your bin has both wheels, otherwise it won't be collected.

If it is broken, please contact the Public Works Department at 819 827-1160 or by e-mail at travaux.publics@chelsea.ca. An employee will come to your home and repair it free of charge.

 

11. Why is my collection moved up several days when there is a statutory holiday instead of being postponed until after?

Waste and recycling must be collected during the same week, so the contractor has to move up the collection date. There is no collection on weekends.

 

 

Please note that bulky items will now be collected once a season. No dates have yet been set. We will communicate them as soon as they are known.
