The Ministère de Développement durable, Environnement et Lutte contre les changements climatiques (MDDELCC) has established a goal of banning all organic material from landfills by 2020 in their Politique québécoise de gestion des matières résiduelles. To this aim, the MRC des Collines-de-l'Outaouais has incorporated this objective in its Plan de gestion des matières résiduelles (PGMR). Municipalities must therefore take concrete actions to reduce and eliminate organic materials send to landfills.
Chelsea will therefore be putting in place a door to door compost collection program in early 2019. This door to door collection will allow a daily participation from all in the reduction of waste. All residents desiring to continue composting at home are free to do so. This door to door compost collection can however be complimentary to your home composting as many products cannot effectively be in small compost bins such as dairy products, meats, poultry, fish and fats (ex. sauces).
The distribution of composting bins to each home is planned for the fall of 2018. All details concerning the frequency of collection, the calendar, accepted materials, etc. will be communicated throughout the year (2018).
