Establishment of a temporary by-law on interventions related to the drinking water network
The Council approved a draft by-law to temporarily control sewer-related interventions in order to plan for increasing the capacity of the sewer and water treatment network. Currently, the network is almost at maximum capacity. The Municipality has therefore imposed a moratorium on all new construction within the urban perimeter of the Centre-Village area, with the exception of certain buildings such as the school, daycare centers, and health services.
The final by-law will be adopted in the coming months, and information sessions are planned to address any questions the public may have.

Request for Financial Assistance for Municipal Infrastructure
The Municipality wishes to apply for a grant from the Ministère des Affaires municipales et de l'Habitation to fund the expansion and modernization of its drinking water and wastewater treatment plants. This is to address the needs of the growing population and ensure the safety of the community.
The Council has approved the grant application process.
Mandate to Bélanger Sauvé law firm regarding the new elementary school
The Council has approved to mandate the law firm Bélanger Sauvé to handle the necessary procedures for transferring the land for the new elementary school to the Centre de services scolaires des Portages-de-l'Outaouais by the required deadlines.
It's important to note that the Municipality must transfer the land no later than August 24, 2024, and it is currently in discussions with the involved parties to reach an agreement.

Awarding of a contract for a pedestrian crossing on Route 105
The Municipal Council has authorized the purchase and installation of a Kaly-Flash crosswalk on Route 105, opposite the Sentier de l'Amitié. This initiative aims to enhance pedestrian safety for those crossing between Quartier Meredith, the businesses on Route 105, and the Voie Verte Chelsea trail. A budget has been allocated for this purpose in the 2024 three-year capital plan.
The construction of the crossing will take place during the summer of 2024.
Safety study for potential guardrail openings on Chemin de la Rivière
The firm providing professional engineering services for the Chemin de la Rivière project has carried out the necessary analyses to recommend the installation of guardrails on certain sections of the road.
For this purpose, the Council has authorized the municipal administration to begin the process of obtaining cost estimates for the study. It is important to note that this study was not included in the budget.
Site planning and architectural integration program for a residential project on Route 105
Council approved the site planning and architectural integration program for the opening of new roads on route 105 to create 29 lots and two public roads.
The Council has also imposed certain conditions on the developer, including the requirement to relinquish land for the construction of a neighborhood park.
Speed limit changes on Chemin Saint-Clément and Route 105
The Council has approved two by-law proposals for speed limit adjustments:
The official implementation of these new speed limits will occur at the Council meeting on August 20, 2024, with communications to follow in the upcoming weeks to inform the motorists.
Creation of the Advisory Committee on Transportation and Sustainable Mobility
The Municipal Council approved the merger of the Public Works and Infrastructures Advisory Committee and the Active and Sustainable Mobility Committee. This change aims to establish a new Transportation and Active Mobility Advisory Committee.
The composition, powers, responsibilities, and operating rules of this new committee have been revised to align with the objectives of the Chelsea 2040 strategic plan.
