Adoption of the by-law to modify transfer tax rates for taxable base in excess of $500,000.00

The Council adopts the by-law to modify transfer tax rates on the transfer of an immovable. The changes are as follows:

  • For amounts between $500,001 and $750,000, the rate will be 2.25%;
  • For amounts of $750,001 and over, the rate will be 3%.

This regulation will officially come into effect on November 1st, 2024, and will allow the Municipality to generate additional revenue.

 

Development of a “Vision Zero Approach”

The Council mandates the municipal administration to develop a “Vision Zero Approach” to improve road safety and reduce to zero the number of deaths and serious injuries of active transportation users and road users.

 

Adoption of a by-law amending the conditions for approval of an additional dwelling unit

The Council has adopted a regulation aimed at increasing the supply of rental and intergenerational housing across the entire area. Through this regulation, the conditions for creating an additional dwelling within a single-family home are eased. This change is in line with the objectives of the Chelsea 2040 Strategic Plan.

 

Request to the Ministère des Transports et de la Mobilité durable to reduce speed south of Route 105

The Municipality of Chelsea is asking the Ministère des Transports et de la Mobilité durable to re-evaluate traffic and safety on the section of Route 105 between Chemin d'Old Chelsea and Avenue du Pont.

It also asks that the earlier proposal to reduce the speed limit to 50 km/h be reconsidered. This is in keeping with the Council's numerous requests and the various meetings held with the Ministry on this subject.

 

Development of Public Access to the Gatineau River in the Farm Point and Burnett Road Areas

The Municipality has officially identified the following locations as public access points to the Gatineau River:

  • Farm Point (between the park and the community center);
  • Chemin Burnett area.

Council instructs the municipal administration to develop an implementation plan to make these access points safe and accessible by 2025, while minimizing the impact on riverside residents and creating safe parking spaces.

 

Proclamation of Fire Prevention Week

Council adopts a resolution that October 6 to 12, 2024 be proclaimed “Fire Prevention Week” in the Municipality of Chelsea.
