The Council adopts a prudent budget of $28 million

During the extraordinary meeting of December 19, 2024, the Municipal Council adopted its budget for 2025. This responsible and prudent budget aims to maintain the provision of municipal services while launching initiatives that will have a tangible and positive impact on the community. Amounting to $28M, the budget results in a 5.85% increase in residential property taxes. For a median-valued home, this represents an annual increase of $227.56.

 

Some factors contributing to this increase are largely beyond the Municipality's control:

  • An increase in the NCC shortfall, reaching $946,000 in 2024;
  • Rising interest rates for new financing and loan renewals;
  • A 10.67% increase in the MRC’s quota-share, bringing its total to $4.6M.

 

Highlights

The 2025 budget aligns with the priorities of the Strategic Plan adopted in 2023 and marks a significant milestone: Chelsea's 150th anniversary. Funds have been allocated to celebrate this anniversary and to implement several initiatives for the direct benefit of residents, including planning the first responders’ project in Chelsea.

 

Community Support – $433,000:

  • Contributions to community organizations that play a vital role in municipal life.

Environmental Initiatives and Service Optimization – $90,000:

  • Development of the Fonds Vert;
  • Deployment of Phase I of Shared Horizons (Commun’auto);
  • Implementation of beaver management measures;
  • Advancement of the Conservation plan for 30% of the territory 
  • Greening efforts and installation of mini food forests in municipal parks.

Safety and Active Mobility – $84,000:

  • Safety study for intersections at Route 105 and Chemin St-Clément ;
  • Lowering curbs at the intersection of Chemin Ladyfield Road and Chemin D’Old Chelsea ;
  • Removal of rails on the Voie Verte Chelsea in the southern sector;
  • Development of Vision Zero policies and speed limit determination.
