The Municipality wishes to inform its residents that construction work for the new traffic circle on Chemin d'Old Chelsea at the intersection of Chemin Jean-Paul Lemieux and Chemin de l'Hôtel-de-Ville will begin on September 30 and is scheduled to last until November 2024.
This project, requested by the Ministère des Transports et de la Mobilité durable (MTMD) to the developer of the Chelsea Creek neighbourhood, aims to improve traffic flow and safety on Chemin d'Old Chelsea, particularly with the arrival of the second development phase of the residential project.
As Chemin d'Old Chelsea falls under provincial jurisdiction, the ministry is responsible for carrying out the work. However, the Municipality has been working with them to share residents' concerns and suggestions since the project was first presented.
The project was initially presented to the Public Works and Infrastructures Committee for discussion in 2019. Since then, the Municipality has worked proactively, following up regularly with MTMD, commenting on plans and making recommendations to prioritize the safety of active transportation users.
In June 2024, the Municipality made a request to the Ministry for the possibility of adding flashing lights to the pedestrian crossings in the traffic circle, which was refused. Council therefore officially adopted a resolution requesting the addition of a crossing with flashing lights at its September 10 meeting.
To improve safety and traffic flow, several recommendations made by the Municipality have been incorporated into the current project. These improvements include the addition of four two-way multifunctional lanes in each of the traffic circle's quadrants, which will be linked to existing and future active mobility infrastructures.
The Municipality continues to work with MTMD to address the concerns raised by residents and to ensure that the project meets the highest standards of safety and functionality.
During the work period, traffic will alternate on Chemin d'Old Chelsea, with the presence of flagmen.
Active transportation users will be able to use the safety corridor to be installed on the south side of Chemin d'Old Chelsea (on the side of the pharmacy).
Detour routes will be set up specifically for Chelsea Elementary School users (buses and parents), as Chemin de l'Hôtel-de-Ville will be open to local traffic only.
The Municipality of Chelsea invites all users to respect the signage in place to ensure the safety of workers and other road users.
