A New Five-Year Capital Expenditure Program: A Long-Term Vision for Our Municipality

The Municipality of Chelsea is pleased to announce the implementation of a Five-Year Capital Expenditure Program (CapEx), which will now replace the former Three-Year Capital Expenditure Program. This new strategic framework, spanning five years, will ensure more rigorous and sustainable planning for municipal investments.

 

A Long-Term Approach to Meet Community Needs

Transitioning to a five-year program demonstrates the Municipality's commitment to proactive and transparent resource management. This initiative aims to:

  • Enhance investment predictability: By adopting a longer-term perspective, we can better anticipate capital needs, aligning them with the strategic plan and budgetary constraints.
  • Promote project sustainability: The CapEx emphasizes planning that incorporates environmental, social, and economic dimensions for enduring projects.
  • Engage citizens and local partners: This five-year vision allows for more in-depth consultations and increased collaboration with Chelsea residents and community partners.

 

Key Areas of the Five-Year Capital Expenditure Program

The 2025–2029 CapEx focuses on the following priorities:

1.     Maintaining and modernizing existing infrastructures.

2.     Projects with an environmental impact and addressing climate change.

3.     Community services with initiatives in active mobility and river access.

 

A Responsible Budgetary Framework

The CapEx relies on prudent financial projections, leveraging government grants, strategic borrowing, and diversifying the Municipality's revenue streams. This program also aims to minimize the impact on municipal taxation while ensuring the efficient management of long-term priorities.
